[openstreetmap-website] Messaging: missing subject kills message (#668)

When writing a message to a user, forgetting to fill the subject field and clicking "send" one is presented an error message ("subject missing") and an empty message field.

It would be more appropriate just to show an message that the Subject is missing - no need to punish the neglectful user. ;)
