[openstreetmap-website] Add a landing page for "fix the map / report a problem" links (#671)

We are currently missing a landing page for "fix the map / report a problem" links to point to. This pull requests add such a page, which is essentially a slightly modified copy of the welcome page at this point. It very very likely needs some clean up and some more work on the text.
