[openstreetmap-website] API: Enable output of elevation in GPS data (#682)

Oh, I had not heard of the [GPX planet files](https://wiki.openstreetmap.org/wiki/Planet.gpx) before. Yes, from a quick look, `ele` is in there. So that's certainly a good source for my use case, although there are some things it doesn't "intrinsically" do such as custom bbox limits.

I'm happy for this PR to be closed if wanted, but I'll not close it myself, in case anyone wants to consider it.
