[openstreetmap-website] Installation issues (#685)

We don't know what problem you have - what we do know is that many people have successfully set this up before without hitting the problem you seem to have encountered.

We can therefore deduce that there is probably nothing wrong with the code, and it is far more likely that either there is something wrong with the instructions on how to set things up, or that you haven't followed them correctly.

Aside from anything else, you appear to have tried to run `structure.sql` directly against your database, which is not part of any instructions, not is it expected  to work.

It's just possible that there's something which doesn't work with ruby 2.1 I guess, as I don't think anybidy has ever tried that, but it's fairly unlikely.
