[openstreetmap-website] Restore the duplicate search form in the header (dd12e1d)

Would be quite nice to kill the dupe form - having the same form twice makes it difficult to access the form elements (I eventually settled for $("something:visible"), which is a bit hacky). But understood why it's there.
