[openstreetmap-website] Bouncing map in Chrome when it wants to translate (#687)

Not quite sure what you expect us to do about this? Yes, when the window size changes (because the translate bar has been closed) the hash will update because the map centre has changed - there isn't really anything we can do anything about without removing the hash tracking.

Surely the bug here is that Chrome is adding/removing the translate bar based on changes to the the hash? I would only expect it to be added or removed on an actual page load.
