[openstreetmap-website] unsorted relations-to-delete cause "precondition failed" at upload (#688)

So why are you telling us about a bug in JOSM exactly? Items in a diff upload are processed in order so deletes need to be ordered to that objects are not deleted while another object is still using the,.
