[openstreetmap-website] add user to note (#781)

It would be good, if you can add osm users as "observer" to a note so that he also get email notifications about the note.

Whywould this helpful?
Example:

An anonymus user adds a note "The street here is wrong".
I can see in the history of the street who created it. Then I can add his osm user name to the note and he gets an email notification. He has maybe local knowledge and is the best person to fix the error quickly.
