[openstreetmap-website] openstreetmap map broken - "reload" problem (#787)

Note that we did move to rails 4.1 this morning, so that would seem to be the obvious candidate for causing any problems, though as that's a server side change it would seem to be an unlikely cause of a client side problem of the sort @butrus seems to be describing.
