[openstreetmap-website] openstreetmap map broken - "reload" problem (#787)

I'm using Iceweasel (i.e. "Firefox") 24.6.0 (default in Debian Wheezy).

304 Not Modified is strange in a case when the tiles got changed.

Anyway, 304 Not Modified should not confuse the javascript frontend not to display anything.

@danstowell : my URL got also updated but then, when reloading, the page appears empty. This does happen only when reloading an existing page. If e.g. I close the tab and reopen it then the map appears as usuall.
