[openstreetmap-website] openstreetmap map broken - "reload" problem (#787)

What do you think will happen when the page loads? The javascript will run and build the tile grid, setting the URLs on the tile images and then those tiles will load as necessary.

Whether the HTML and/or javascript is reloaded, or reused from cache is utterly irrelevant.
