[openstreetmap-website] Fix off-by-one error in user notes list (#790)

Grrr.... Yes - this fix is no fix at all. You can't tell, when there are ten results, if there are any more or not, so you have to leave the link active in case. Reverted in 965fb0b3ae7c89ae46d606147811674d646b6acb.
