[openstreetmap-website] Potlatch 1 seems confused by node order in ways when it reads data from the server. (#795)

Last time I looked at P1 it was doing weird stuff with 64 bit IDs. I didn't investigate further, it's something that probably should be investigated further, with P1 disabled if it can't cope with 64 bit node IDs.
