[openstreetmap-website] "notes" notification w/o https (#757)

Since OSM changed to total HTTPS availability it would be straightforward also to use https links in notification mails for OSM notes. One I received today still contained a http link only.  
Maybe there are other notification mail instances which should be looked at.
