[openstreetmap-website] tags are not linked to wiki if wiki page has "feature" template instead of "KeyDescription" (#766)

KeyDescription is used to describe single key, feature may describe something more general. For example http://wiki.openstreetmap.org/wiki/Conditional_restrictions describes format used for access:conditional=*, maxspeed:conditional=*, maxweight:conditional=*, oneway:conditional=*, overtaking:conditional=*, *:conditional=* etc.
AFAIK no data is fetched from wiki, it is only sanity check to verify whatever linking to the page is a good idea (I am unsure is it really necessary, IMHO just existence of Key:foobar page should be enough to start linking foobar key).
