[openstreetmap-website] Routing (#716)

>From quick test - routing for cars is not working as expected for some city to city car routing (supplying just name of city, without specifying exact location). For example Kraków is affected (either JS produces error or looking for route works forever).

It seems to be caused for cities with limited car access near their place nodes. Google solves this by moving place node to nearest location with car access.
