[openstreetmap-website] Make the search form a GET form with no extra fields (8c82be0)

Because then you still get the hidden `utf8` parameter (which there is no way to turn off) and Firefox winds up adding that to the URL but with some sort of bad encoding that causes you to get errors... That was my first attempt at fixing this ;-)
