[openstreetmap-website] Added telephone links into tag detail browser. (#717)

I'm not the repository's mantainer, so take this as just another opinion:

Shouldn't this be restricted to keys that contain the string `"phone"`? (e.g `phone`, `contact:phone`, `operator:phone`)

I think it was a good idea to be only as strict as needed to be linkable, and I do think the leading "+" should be kept there.
