[openstreetmap-website] random language of relative dates in changset comments feed (#825)

The [(global) feed of changeset comments](http://www.openstreetmap.org/history/comments/feed) contains text including relative dates like: *“Updated … minutes ago by …”*. The language of the date itself appears to be random? For example, my feed reader ended up grabbing the following:

* Updated 17 Minuten ago
* Updated 大约 3 小时 ago
* Updated około 2 godziny ago

Also, what is the point of having this information in the feeds in the first place? As feeds are almost always cached on client side and often consumed asynchronously (i.e. not immediately after the feed reader grabs them), this information is quite useless. Formatting as an absolute date would make more sense, or even leaving it away as the information is already present in the `pubDate` RSS-field.
