[openstreetmap-website] add possibility to disable query mode on low zoom (#830)

Activating query mode, zooming out. I cannot query the map (which is ok), but i cannot disable the mode.

Perhaps we could make the ?-Icon red/orange on low zoom for an extra information why my cursor is "not-allowed".
