[openstreetmap-website] Website should redirect HTTP connections to HTTPS (#833)

In case you're wondering why I initially filed it here:

There is this GitHub repository titled 'openstreetmap-website' and there is a [track component for 'openstreetmap-website](https://trac.openstreetmap.org/). Since I have an issue with the website, I figure I'd choose one of these to report the issue. Considering there's no obvious difference between them, I ended up choosing GitHub because I find it easier to use. If GitHub Issues in this repository are only meant for code, you could possibly clarify that in the [`CONTRIBUTING.md`](https://github.com/openstreetmap/openstreetmap-website/blob/master/CONTRIBUTING.md) and redirecting other questions to Trac to prevent this from happening again.

In regards to my original issue:

I'm disappointed in the lack of privacy/security concerns people in here have for their users. Despite this, [I opened a ticket in Trac anyways.](https://trac.openstreetmap.org/ticket/5245#ticket)
