[openstreetmap-website] New tiles are "reverted" to the older version (#955)

What it most certainly isn't is an issue with the web site code, so this is clearly not an appropriate place to discuss it.

If it's anything then it's an operations issue, but in reality with potentially three levels of caching (browser, tile cache, tile renderer) and a network of machines that dynamically rearranges itself as machines come and go this is bound to happen sometimes so I'm not sure I consider it a bug at all.
