[openstreetmap-website] For remote control add info about notes (#957)

iandees/josm-notes#23 is about the old josm notes plugin, which was replaced by a josm core notes feature solution. Recently notes download via remote control was added (see https://josm.openstreetmap.de/changeset/8197/josm).
