[openstreetmap-website] For remote control add info about notes (#957)

I wasn't planning to do layers - there is no precedent for that.

My immediate concern was loading the specific note that is active, as we already do that for other object types. It turns out to be complicated however, and requires some significant re-engineering of the code.
