[openstreetmap-website] Disable automatic gravatar opt-in, as it violates the privacy policy (#519)

See https://github.com/openstreetmap/openstreetmap-website/pull/1036 the PR includes the patch from apmon. Note contrary to my suggestion I simply check when the e-mail address is changed, IMHO good enough.
