[openstreetmap-website] suppress creating accounts by bots/scripts (#1083)

Are any of the proposed honeypot solutions current still effective at all?

They seem to be oldish and anything based on the assumption "bot can't
do X" (for example parse CSS) ignores evolution (that things evolve
under pressure).
