[openstreetmap-website] Uploading a gpx trace with tags fails (#914)

Since about 2015-02-26 uploading gpx traces fails when giving any additional descriptive tags. All of the recently upload gpx traces are traces with description but without tags.

Reproduce the issue:
 . go to http://www.openstreetmap.org/traces/create
 . select a file for upload
 . put any string in the field 'description'
 . put any string in the field 'tags'

If the the field 'tags' is left empty, uploading the gpx trace works fine though.
