[openstreetmap-website] Allow passing a location to the fixthemap page (#1009)

It doesn't for me, although I'm not sure what should happen. When clicking on a "new note" image, it doesn't forward map location there.

Also, it suggest me to register in OSM, while I'm already logged in.
