[openstreetmap-website] enableHighAccuracy GPS (#988)

Plus this is a change to the vendored Leaflet.js files, and will get overwritten the next time we update Leaflet. If we want to change this setting, the right way to do so is to pass `{enableHighAccuracy: true}` when we instantiate `L.Map`.
