[openstreetmap-website] Tooltips bubbles for map toolbar open offscreen for right-to-left languages (#925)

RTL languages (Arabic, Hebrew, Persian...) don't show the tooltips for the map toolbar (zoom, layers etc.) visibly on screen. :cry: They open to the left hand side which shows them outside of the leaflet container. You can see those tooltip bubbles if you have a toolbar panel opened.

To reproduce just change your preferred OSM account language to e.g. start with "ar".
