[openstreetmap-website] for IE editors, display warning (#941)

Currently IE is 13.6% of visits but that breaks down as:

* IE11 10.4%
* IE10 0.9%
* IE9 1.1%
* IE8 1.1%

So IE11 is really the most significant issue by far.
