[openstreetmap-website] Add UMap functionality (#1056)

@pnorman uMap combined with Overpass queries is the perfect debugging tool for things that aren't rendered in OSM-carto. For instance, I used [this map](http://umap.openstreetmap.fr/en/map/een-hondse-kaart_17687#16/51.0481/3.8326) to check my tagging of a path dogs can't use.

Integrating and improving functioning of this kind of maps could relieve pressure on OSM-carto to show "everything".
