[openstreetmap-website] osmosis import : duplicate key value violates unique constraint (#1071)

Most likely the problem is either that there is existing data in the database with overlapping node IDs or there is duplicate data in that extract. Either that or it's a bug in osmosis. It certainly isn't a bug in the web site code though.
