[openstreetmap/openstreetmap-website] catch invalid URLs instead of just showing somewhere else (#1198)

Idea: If user browses e.g.,
http://www.openstreetmap.org/#map=18/24.18313,120.79612 instead of
http://www.openstreetmap.org/#map=18/24.18313/120.79612
then redirect the user to an error page, instead of just showing him what looks like a
legitimate map (of somewhere else! (based on previous browsing or default Europe, etc.)

That way he will not pass on such invalid URLs to his friends and friends until one day somebody discovers it is showing somewhere else!
