[openstreetmap/openstreetmap-website] Allow passing a location by hash to the fixthemap page (#1009)

@mikelmaron what doesn't work? As the title of this feature request implies, passing a hash doesn't work at this point in time so it would be a surprise if it suddenly worked for you.

The current behaviour is:

* non-signed in user 
 * "start mapping" button -> registration page
 * "note" button -> anonymous note at the passed position
* signed in user
 * "start mapping" button -> map display  centered at the passed position (see below)
 * "note" button -> note at the passed position

The original audience considered for the feature were non-OSM contributors, it could be argued that for logged in users (that were out of scope as already said)  opening the link should skip the fixthemap page and simply start up the users default editor at the passed location.
