[openstreetmap/openstreetmap-website] Support version for /nodes, /ways, /relations (#1189)

To echo support for this, I'd it in iD if it were available in the API.
Sometimes we need to fetch historical versions of osm objects when resolving conflicts, so a batch get would be great.
