[openstreetmap/openstreetmap-website] Api timeout rollbacks (#1381)

I really don't agree that using `OSM::APITimeoutError` was "abuse". It's the exception we wanted, and eliminated the need to rescue `Timeout::Error` and re-raise it as `OSM::APITimeoutError`. But whatever, at least this should fix the bug.
