[openstreetmap-website] API call to comment a changeset returns updated changeset without discussion (#1165)

The API call to comment a changeset (POST "changeset/[id]/comment") returns the updated \<changeset\> XML node on success, however **without** the changeset discussion you were just contributing to.

As the changeset discussion is the only thing that is updated with this API call, the data returned yields no new information minus the `comments_count="X"` attribute so this looks very much like unwanted behavior to me.
