If by this you mean public transport journey planning, or a holistic
service that uses public transport journey planning as a building block,
then:

1. rails-dev is the wrong place to discuss because the topic is much
more than something for developers; it should be raised on the talk list.

2. OSM would only be interested in displaying such a planner if it was
showcasing the power of OSM data; hence it would obviously have to be
using OSM data.

3. Until now people have generally refrained from mapping public
transport schedules in OSM, mostly because the data was hard to keep
current and often not available under a suitable license. Therefore, a
service like (2) cannot currently be built.

Steve Coast, the founder of OSM, once started a separate project called
"transiki" to collect public transport schedule information but that
didn't catch on and is now dead.
