[openstreetmap-website] Vagrant: Should the provisionning also prepare the test database? (#1121)

ok it's indeed more complicated than I though.

As at least in some cases on a fresh VM, it's required to run `rake db:migrate RAILS_ENV=test`.

Should it be added to the provisioning script anyway? Considering that whether the tests do that work or not should change the total time of the process.

It's only to remove one more manual step for setting up a development environment.
