[openstreetmap/openstreetmap-website] cannot comment on some changesets (#1242)

If you can't comment on a changeset, it usually means that the changeset is not closed.  Was that the case here?  I notice that the screenshot says "1 hour ago" - changesets auto-close after no activity for an hour.
