[openstreetmap/openstreetmap-website] Add banner for FOSSGIS 2016 conference (#1245)

I think it's important to continue to store the "seen" state of the banners in the browser's cookies rather than session storage.  We want non-logged-in users to be able to see the banners too.

Once you dismiss a banner (or the welcome message, which works the same way), you won't see it again unless you clear you cookies.  I can see how if you have several computers and several browsers that you use regularly, it can get annoying - but in this scenario you are probably already used to needing to do things several times across your browsers and computers.
