[openstreetmap-website] Return comments when commenting changeset via API (#1176)

I added it for consistency – all 5 methods return the same format. Could be helpful for instance to display the "missed notifications" …

There haven't been a lot `@response.body` tests at all, so I was unsure. I'm happy to tests for the remaining 4 methods …
