[openstreetmap-website] RTL user name confuses changeset display screen (#1179)

http://www.openstreetmap.org/changeset/36867201 is a changeset by a mapper with a right-to-left display name.

The previous and next changeset information displays in Chrome 48.0.2564.116 m (on Windows) as:

<< 36604828 36867350 user_name >>

instead of the expected:

<< 36604828 user_name 36867350 >>
