 In fact I suspect it's mostly a data issue - there is a relation
 (http://www.openstreetmap.org/relation/175031) for the administrative
 boundary but I don't think there is a separate place=city object.

 The boundary relation has place=city on it as well as the admin boundary
 tags but that may well be confusing the stylesheet into only treating it
 as an admin boundary.
