[openstreetmap-website] Vagrant provisioning fails with "sudo: rake: command not found" (#1193)

Well using `bundle exec rake` is certainly an obvious potential fix, but introducing `rbenv` into the equation adds a whole new layer of complication... Does it really need that as well?

Basically I would expect the fix to be either to install whatever apt has the system rake, or to use bundle exec to make sure we can find the gem installed one even if it's on some odd path.
