[openstreetmap/openstreetmap-website] add a step to vagrant setup to migrate the test db (#1342)

_"some way to run the db:setup task"_ I came across people mentioning a [new thing](http://stackoverflow.com/a/23351832/338265) you can do with rails 4.1+ `ActiveRecord::Migration.maintain_test_schema!`. Maybe _that's_ the best way. But haven't tried it.
