[openstreetmap/openstreetmap-website] Prioritize next upcoming event in banner rotation (#1284)

When rotating banners, the current algorithm picks the least recently seen banner.  This is working great, but in the case where a new user has not seen _any_ banners (or a user deletes their cookies or is running their browser in incognito mode) - it would be nice to show them the banner for the _next occurring event_, not the event that is furthest away.

For example today in mid-September, the initial banner shown to somebody should be for SOTM Brussels (9/22), not SOTM LATAM (11/25)
