[openstreetmap/openstreetmap-website] Enable the app to be built using Docker (#1290)

OK I spotted the path to the db functions was incorrect in `db/docker_postgres.sh` so I've updated it.

I think the three `PG::ForeignKeyViolation` spec failures are intermittent. I've seen them pass locally for me and then fail with no code changes. The Travis build for this PR has also fluctuated between pass and fail.
