[openstreetmap/openstreetmap-website] OSRM down causes problems switching to other routers (#1519)

To reproduce this OSRM needs to be down or exceptionally slow.

Right now OSRM is returning 504 GATEWAY_TIMEOUT. If I go to https://www.openstreetmap.org/directions?engine=osrm_car&route=57.4725%2C-6.2962%3B57.4663%2C-6.2868#map=14/57.4721/-6.2667 I get a loading icon, which is expected. If I switch to bicycle (mapzen) or any other router, I keep the loading icon and nothing happens. I know that bicycle (mapzen) is working because https://www.openstreetmap.org/directions?engine=mapzen_bicycle&route=57.4725%2C-6.2962%3B57.4663%2C-6.2868#map=14/57.4721/-6.2667 loads right away.

Instead of this behavior, I should be able to switch to a different routing engine even if the one I'm currently using is not responding properly.
